i wish to travel from vietnam to india thru tiger airways.Hence i like to know if singapore visa is required to transit from singapore to india in the budget terminal.Can the luggage be got without having a singapore visa.

Could anyone tell me on visa, i will travelling to singapore from bangalore (india) & from there to clark(manila) through tiger airways. do i need to get visa in singapore while waiting for  flight in budget terminal. i suppose all tiger flights operate from budget terminal. there is time gap of 3.5hrs for connecting flight of tiger airways. could you please share your experiance.
