In the US, a common tactic (if you prefer regular airlines or want to collect those frequent flyer miles), is to find out when a budget airline flies the route you want, then check to see if your preferred carrier flies at about the same time.  Usually those are the flights where you will get the deepest discount, because they need to compete with that budget carrier.

Does this work in Europe, or are the fares so ridiculously low that none of the majors even try to compete?

I believe that the full service airlines are now going after a different market segment. It would be very difficult to compete with budget airlines in Europe based on price alone. Full service airlines offer many other benefits for higher price.

No "normal" airline can match a 10€ ticket booked well in advance... But for short-notice bookings the so called "low cost" prices sometimes surpass the "normal" ones.

American budget airlines don't tend to have such drastic discounts, so I guess it is easier for the regular airlines to match the fares.
